MUTUAL AID BENEFIT (MAB)
GENERAL GUIDElINES
- Rationale
The Tertiary School Faculty and Staff Association operates on the principle of mutual sharing and helping among its members, most especially in times of great need. Two instances when a member would seek most the help of fellow members would be in times of sickness and of death of an immediate family member (father, mother, spouse, son, daughter, sister, brother) or the sickness and death of the member himself/herself. These are trying moments on the part of the family; these are the times when the TSFSA must extend its helping hand to its members.
- Nature of the benefit
The Mutual Aid Benefit (MAB) is categorized into three:
- Sickness and/or hospitalization assistance
- Death aid
- Assistance in case of fortuitous events (accidents, calamities like fire, earthquake, flooding, etc.)
The sickness and/or hospitalization assistance is extended as an aid to the immediate relative of the member, provided that such sickness necessitates confinement of at least three continuous days and/or prolonged stay at home. This means that the ailment is of such a serious nature as to incapacitate the person to perform his/her normal jobs, either at home or in the office.
Death Aid is extended as a way of lightening the burden of the family in shouldering huge expenses for the wake and burial.
Assistance in case of fortuitous events is extended to members who, because of the nature of the emergency situation, have been rendered totally unprepared to cope with events such as fire, earthquakes, vehicular accidents, and the like.
- Amount of Contribution
- TSFSA members shall contribute, on a semi-monthly basis, PhP 25, equivalent to PhP 50 per month.
- Valid Beneficiaries or Dependents
- At the time the claim is being made, the faculty or staff has been an active member (as defined in the TSFSA Constitution & By-Laws) for at least 6 months.
- Dependents include the legitimate spouse of member, his/her children, his/her parents, his/her brothers and sisters.
- For sickness and/or hospitalization assistance, only those children and/or siblings of a TSFA member whose age is twenty-one (21) and below, at the time the claim is being made, is eligible to receive the benefit. However, members children and/or siblings above 21 years old but are mentally and physically handicapped are also valid beneficiaries.
- For Part-time and Probationary Members
- Those without Summer Teaching Loads can still avail of the MAB, provided that they would either continue to pay, or have their deductions taken from their June salary of the immediate succeeding school year.
- Those who have not been teaching for two (2) consecutive semesters, exclusive of Summer, are presumed to have lost their status of membership (TSFSA Constitution and By-Laws).
- Duration of coverage for the benefit per school year shall be from May to October and from November to April.
- Limits of the Benefit
For the sickness and hospitalization assistance, any member of the TSFSA could avail of the benefit only once per school yr for any sickness of an immediate relative. (Maternity/paternity claims are not covered by the benefits since these are already under the coverage of SSS). Death aid and assistance in case of fortuitous events shall not have any limits as to frequency of availment.
- Mechanics of Availment
- If the member himself/herself is the one hospitalized and who is a health care card holder, he/she can avail of the sickness and hospitalization assistance only when the supporting documents (i.e. medical certification, hospital billing, death certificate, etc.) have been submitted. The application should be done within 30 days after discharge from the hospital.
For members who are not health care card holders, they may apply in writing for hospitalization assistance within 45 hours and a pre-determined amount corresponding to the status of membership shall be given. The full benefits or assistance shall be given to a member upon submission of the documents or receipts of his/her expenses. Failure of a member to submit all required documents/receipts would mean that the initial amount previously given should be reimbursed to the Association.
- The following amount of financial assistance shall be extended:
- Death benefit shall be a fixed amount of PhP 4,000.
- Sickness and hospitalization assistance shall be computed based on the net cash out after the SSS and health care card have been deducted from the total bill. A fixed rate of ten per cent (10%) shall be refunded to the member, provided that it shall not exceed PhP 5,000. Should there be multiple claims received by the MAB in a month, the amount to be given will be determined based on a proportional allocation.
- Assistance in case of fortuitous events shall be a fixed amount of PhP 4,000.
